The "small set of disadvantaged souls who are better off with this plan" number in the millions. That was the point--coverage for all. That, and how to gracefully (read sustainably) put the boomers in the ground instead of "leaving them on the ice".

The vast majority of which chose not to have health ins. There is only a small % that wanted ins and could not afford it or were denied it. They could have fixed that by expanding Medicaid.

As it is, Obamacare fucks up an entire section of the economy. The users, the providers, drug co's, hospitals...the whole thing.
