Add 2 new subcategories: "Data" and "APIs"

I suggest to create a subcategory under "Technically Speaking"
that is for data, data sources, and data vendors specific issues,
named for example "Data" or so...

And another one for all the APIs out there...

Hey, come on it's Christmas time... :-)
