Still trying to piece together what op disagrees on here? That Africa is riddled with corruption, or that ousting it eases tensions?
Clooney is more successful than him, kinder, smarter than him by a country mile... he probably just disagrees with that.

Clooney's plan can work somewhat, bitcoin etc. creates some additional problems. Just because there is sophisticated corruption one cannot stem does not mean that the basic stuff cannot be countered.
I lived in Africa for a good while, all over. There are many good people who admire him I'm sure. A whisper may spread, change an election perhaps, sow a little more good than bad.

africa is riddled with corruption is a true statement. attempting to oust it through sanctions is unlikely to work. helping anti-government forces might help.
