Active Windows Programs

Lately I've been experiencing strange problems with my computer/Internet Explorer. Lots of pop-ups when I open IE or hit the "Home" button.

I've also noticed active programs when I hit the ctrl-alt/del ...more than I'm used to seeing...and things that I don't remember seeing before.

So my question is...what programs should be running? Are there programs that are bugs or pop-up activators that are well known and that i can safely remove?

Thanks.
I have ad-aware which I run every other day. I dwnlded Spybot and was amazed at how much more crap I had.
