Because paying 8% of the illicit profits now is cheaper than most likely losing a trial and ending up paying 4-5 times more. But of course he has to say that just to save face.

Because if someone offers me a $2.5 billion trade that is illegal but the penalties are just $194 million, I'd take it any day. $194 million is very relative as you can see.
