Overcapacity was also not invented in 2017...again i watched this issue for years and not a peep from Dems or GOP like now throwing around words like Concentration Camps and Crisis. The sheer numbers are increasing but the camps were built over the past 20 years and updated. We just keep passing the buck and yelling how the current administration of the time is horrible but when the other party gets in, they still do shit.
