Do you have a link about that Governor Abbott has been fully vaccinated ?
I do know he recently tested positive to Covid (most likely the Delta Variant).
If Governor Abbott was fully vaccinated...that would then imply he has had a "breakthrough infection". That alone would be news that he would use to criticize the efficacy of vaccines when he in fact should be looking at the effectiveness of vaccines to prevent him from going to the Hospital, ICU admission, or Death.
Personally, someone testing positive for Covid is not a big deal. The issue is were they able to avoid hospitalization or worst.

Almost 45% of Texas’ 6,959 reported intensive care beds are currently occupied by coronavirus patients, compared with 26% nationwide. Most of these COVID patients are not vaccinated.
The panic will really kick in when they reach 70% hospital capacity. That's when they start building those outdoor hospitals in very large military like tents. Guess what...schools about to open soon after he has banned those face mask wear mandates.
