Only reason this is an issue is because it cuts into the profits of GEO group and CCA who have been lobbying hard for those incarceration contracts and now have deep ties to Homeland security and lawmakers. The taxpayer pays for either just the same, but corporate prisons turns a profit by getting away w/subhuman living conditions.
