I read the article just fine. It's about facilities set up to shelter kids who have illegally entered the US without parents, and have no place to go. Has nothing to do with deportation or the government looking to deport/process any of them. Exactly the opposite. And it talks about hundreds. Not tens of millions.
Regarding the bank robber, fruit picker analogy, the fruit picker broke the law entering the country and then proceeds to break the law stealing education, medical care and a host of other services without paying for them. So yeah, the robber analogy is pretty close.
