I'm still fairly new to trading, and I don't really understand why this is happening. Is it common? What is supposed to be accomplished with a cut in their weighting?

A cut in the stock's weighting is usually a representation of a reduction in market cap plus other criteria that indices use gauge a stock's weight in their index.
