It goes by labor force, not total population. Total Labor force in US is about 150 million per the cia factbook.
What matters IMO is that if the people not looking for work would be working or looking for work in the old status quo, it is not a positive when they drop out of the labor force and push the unemployment rate down. And it also suggests "new normal" conditions going forward if people at the margins are deciding not to look for work to a significant degree, discouraged or otherwise.
