When the person on trial claims they are innocent, proof is needed to convict. When the same person admits guilt, the admission is considered the proof.
Granted, Clinton did not say she rigged anything, but the head of the DNC whose job it was to ensure a fair contest did, as did a prominent senator known for defending her. Thus, it's a pretty good indicator. But you're right, it isn't complete. I suspect proof will be coming.
It would be like Melania coming forth and saying her husband met with Putin on how best to rig the election. Not utterly conclusive, but pretty damning. And, to the Captain's earlier point, if Melania had indeed said something like that, you would consider it gospel. But the head of the DNC? Nah...hearsay.
