Every corporation gets tax breaks.

They may get a reduction in real estate taxes for 20 years, or the city might make improvements in infrastructure.
It's done all the time.
But, the new jobs that are created provide revenue from other taxes, and the workers spend the money they make in the local community.

Everyone does it.

There were other subsidies from his environmental claims too but I admire the guy. Delaware is/was a tax-free zone for any corporation

That is actually not true. That is not the reason corporation choose the state to incorporate there. The reason is because they have an expert court dealing with corporate matters that is very corporation friendly:
