Here's a 5 year daily on the VIX.
Aside from some noise, the spikes appear as regular as a healthy cardiogram.
It is my opinion, that a spike to at least 20 is pretty damn close.
Do with it what you will.

Watch what happens to the VIX when tensions escalate on the Korean Peninsula this weekend in light of tonight's events.
N Korea is going to be spooked. A spooked madman will act like a wounded wild animal. Expect additional equipment and personnel movement to the 38th Parallel to show HE means business too.
Unless Trump convinces China to do some magic, volatility is back.
