I still find it odd that so many don't allow for the understanding that charts can be used a graphical displays of statistical work.

I think he is speaking generally.... We aren't built to stare at a chart and become great predictors.. We are built to see a lion in the grass... not an impeding sell off of a particular magnitude.. That doesn't mean people can't do it...

the guy is saying QE has had a suppressing effect on vols... so that should sort of give you a clue as to what is going on now..
