Thailand's own government will admit that roughly 40% of prostitutes in Thailand are minors. Any money spent in the endeavor contributes to the problem of child-prostitutes and trafficking.

I am in favor of legalized prostitution, as long as it's strictly controlled. I don't consider the 40% figure acceptable. 0% and zero-tolerance of child prostitution should be the norm. Legalizing prostitution in Thailand would provide the tax-revenue needed to eradicate the child prostitution and trafficking problem.
Thai registration of sex-workers is a social safety-net. It's to provide testing for STDs, birth-control and limited protection from coercion and extortion.
