Imo, I always had the impression the shift is away from income tax and the burden is on user taxes.
This is especially so on the people who get the most "freebies" from the gov't who pay no income tax because they can't or won't work.
Taxes on cell phones, heating, elec,cigarettes, etc replace the "income" tax.

Probably any one of you, if you look around family and friends, tally up gov't benefits and see if what you pay in taxes is a gain or a loss to the gov't.
Cripes sake, my mother alone has used up more tax benefits than she or I have paid in. Add in my in laws, my wifes grandmother who collected SS till she was 90 and never worked.
Toss in the those worked for the Fed and state and I wouldn't want to be the house in this card game unless I had a printer.
