If the US is a third world country wearing a Gucci belt, Russia is far more extreme. Records unreliable, life expectancy too varied to compare.

I'd like to see these government reports myself, the article cited gets nowhere near the 10% figure (granted, I skimmed)

I suspect we are talking about cosmetic surgeries and sports performers in many cases. Might be some cancer patients who have money.
