Seems most are at stage 4 or 5 now ,and Trump hasn't even been in office 6 months yet

Who says they don't benefit? Red states are total welfare states, even accounting for large population centers in blue states that have a lot of minorities, red states still come out as moochers.

It would be rare to find anybody that wants to pay for anything. Especially if it involves their own money. Spenders however are quite common, especially if it involves my money.
