Appreciate all the sarcastic advice, but really just looking for a real answer to the question.
I was asking about VIX specifically, because under certain circumstances, the minute to minute change of the VIX look pretty predictable. Any other instrument looks to me like suicide/gambling.

But since you're a new member, I'll give you the benefit of doubt:
No, you cannot trade 60 second binaries on the VIX. I strongly advise you against betting on binary options at all! That's a complete loser's game. Roulette has a far greater chance to win!
IF you feel comfortable trading the VIX in short timeframes, you can do that by trading a VIX future. Be prepared to take big gains/losses - 1 point move will net 1,000 USD. Margin is about 5,000 USD.
Another option with better position sizing is to trade ETFs and ETNs on the VIX. Ticker symbols: VXX and XIV will do for you.
However, the VIX is not so easy to trade (for me). I'd look for an easier instrument. Good luck.
