I don't see that here. Maybe some issue with Libya but Morrocco, Algeria would probably go along. They certainly need the cash and are in no position to shaft the developers later. This kind of thing would need to be done at the government level. It is different from the Russia bs. The Sahara certainly has *huge* potential in this regard.

Venezuala was a reasonable country not too long before Chaves. All it takes is one dictator or country crying "we are impoverished; Morocco/Algeria/etc. wants a more equitable share, claims 75% of the electrical output. "
They need the cash? After its built at a cost of $550+ billion, then it is all about the electricity.

15% is an estimate and by mid-century it'll probably be very wrong. It might not even take up 10% or even less if you count growth on an exponential scale.
To be honest they need to throw $555 billion instead toward nuclear fusion, a real player in the industry with less hassles and more energy output.
While solar is nice and I support the whole green movement, people should consider doing it smartly, not just hopping on the band wagon and not thinking about it, just because it's the new "crocs, pokemon, napster, etc. fad" that happens to be in the market place.
