And was the evidence unimpeachable or hearsay? That would be important to know. Can you look up the filing perhaps? From what you have said about N Carolina law, the Board can't do too much once someone is registered. They would either have to be classified by the INS as alien, or convicted to be purged.
To add more info to the story... "Earlier this month, the organization sued to have 528 Wake County residents it claims are not U.S. citizens removed from the voter registration. The elections board had investigated the complaint and found that 510 of the voters were citizens and eligible to vote. It scheduled a hearing for the 18 others."

The Voter Integrity Project filed their complaint with the State Board of Elections using data from the Division of Motor Vehicles. The DMV listed people who were not U.S. citizens (our NC DMV is following federal law and removing drivers licenses from people not in the country legally). DMV information is released as public records.
