There is another report saying during cold war USA bombers were flying at the borders with nuclear bombs and they could have entered Russia anytime. When Russian came to know of this they backed away.

I dont get what "open homosexuality" means exactly. Does this mean the guys will get a free pass when asking out fellow soldiers or will they allow now touching of male to male soldiers?

My understanding is that public displays of affection and touching other soldiers can be misconstrued as harassment. So what will they gain by allowing open homosexuality? Absolutely nothing. The same rules of sexual harassment will still be in place. Public displays of affection will still be taboo while in uniform and might even be unlawful in some cases.
