You are correct regarding the tournament prizes and bragging rights.

If it's a paper trading contest, no actual trades will be made. Why would there be exchange, clearing fees?

By "placing" in the contest he means if you win a place in the contest and fund with them, you get the free commish but stil pay the other related fees when trading live.
