What Putin is doing now reminds me a lot of the "Vergeltungswaffen" (V-1, V-2) the Nazis desperately used in the last months of WW2 to bomb (mostly) the UK. The difference is, the Allies bombed German cities as well (and much more effectively). Putin on the other hand just uses pure terrorism, but in the same desperation. For the war, terrorism won't make any difference at all.
