Although, I think she is just a little green yet.

Michelle probably already has her on taxpayer provided birth control. Who else in their right mind would dare send their 13 YO daughter to spring break in Mexico?

I guess, on the other hand, they are thinking this may be the last time they can send her alone on a vacation to another country and have the taxpayer provide 25 armed guards to protect her.
