Don't confuse the onerous practice of off-shoring with granting H1Bs.
In reality the majority of H1Bs are granted to highly qualified, highly productive individuals that are a tremendous asset to the US. We need more H1Bs not fewer.
I favor another kind of "off-shoring". For the H1Bs granted we should load an equivalent number of high school dropouts and their babies on rafts and cut them free after towing them into Cuban waters.

Not true at all. H1-B's are paid less than American workers, so they're not any more qualified than American workers (otherwise they would be paid more). The past decade has been accentuated by high American graduate unemployment and large imports of H1-B's -- just how is that working out?
Silicon Valley, as a tech hub, basically has been destroyed. They still haven't returned to employment levels of the mid-late 1990s yet.
Another reason companies like H1B employees is that they are relatively "stuck" with the company.
The employee can only quit if he/she has another job lined up with someone who is willing to take on their H1B sponsorship, while the company can terminate them at any time.
Generally this makes for dedicated H1B employees, since they know their ability to stay in the US is in the hands of their employer.

Please don't forget that when a H1 visa is granted, the spouse gets to come in and work w/o proving that she is not taking away a job here.

Now accompanying spouses are competing in the work place. The accompanying spouse can take any job at whatever rate she finds acceptable to her. She doesb't have to go thru the H1 (sham as it is) process at all!
