If these HFT scammers had to pay 1-2 cents/share for execution, they wouldn't be fucking around like they are.
And force them to pay .1 cent for fake/cancelled trades.
And since the exchanges are really their co-conspirators in the scam, the funds should be collected as a TAX. The country needs it!
