1/4% Tax on all stock trades pushed in NY Times today

http://www.tax-news.com/news/EU_Divided_Over_FTT____54467.html

[...]Although the special “enhanced cooperation” provision in the EU’s Lisbon Treaty would enable the nine EU member states to press ahead with the tax, Schäuble is opposed to such a move, and has already warned that this would merely be a “patchwork solution” that would not make any sense.[...]

So an EU-27 FTT is not possible, an EZ-17 FTT is not possible, and an enhanced cooperation FTT is not possible.........

French Socialist urges Tobin tax, eurobonds for growth | Reuters

Socialists want FTT, no matter how much it's counter-productive, because it fuels their populist outrage against finance. Socialists view FTT as a way to extort taxes to pay for their overpriced pensions and benefits. Socialists don't want Merkel-led austerity, and they are politically astute enough to talk up growth. But, how can they achieve growth by penalizing and shrinking finance with FTT. Pretty lame thinking.

Unless Socialists win or get much more power in France, Germany, UK and throughout the EU - almost impossible for EU 27 all in tandem - it seems highly unlikely they can win FTT. They will certainly put political pressure on center-right parties to consider FTT to appease voters, but that may be more diversion and empty political promise than reality.

The 'loch ness monster is submerging again' .. we may see the monster again in 2021 (when the next EU budget is due).

When asked about his position on the tax, Monti wistfully recalled his time as a student of Tobin’s at Yale University. He said Tobin used to laugh at his own idea, describing it as the “Loch Ness monster” sporadically rearing its head in public debate and then submerging again.

It starts about 1/3 into the story.

"Following the meeting of Finance Ministers last week, we appear to be moving in the direction of political compromise in order to achieve consensus amongst all 27 Member States.
This compromise should be founded upon the solid technical discussions on the Commission's proposal, which are already well underway. It will require strong leadership by the Danish Presidency, and a group effort from all Member States.
Some are already asking whether we should look for alternative routes to agreement, by moving ahead at less than 27. I say that the time is not ripe for such a move: we must maintain the active engagement of all Member States that we have seen up to now."
