There's no mention of a Tobin tax anywhere from what I read( fast ) , even as objective or resolution. It's good that part
of the commission is not supporting it because Barroso was for it.
The european parliament voted in October a resolution to adopt a Tobin tax in EU: http://www.europarl.europa.eu/sides...EP//TEXT+TA+P7-TA-2009-0028+0+DOC+XML+V0//EN, but it was submitted to a second vote for unilateral application of EU and they said NO.

This is only the beginning people, because this economic downturn has only begun. A mindset shift began with implosion of the Nasdaq bubble, and progressed with the housing blow up. But we haven't hit bottom yet. The next downturn will be truly wicked because where will the stimulus come from? It will get so ugly they may just close the exchanges as a punative measure. Oil and gold prices will rocket out of control. Oil alone will crater economic activity. Calls of price manipulation will ring throughout the land.
This is only the beginning. The best we can do is hold it off a while longer.
