Just be "mindful" legally to charge you need an license (depending on your state). The series 65 is all you need and its a very easy test (140 questions, all multiple guess).

IB will increase your fee's once you declare yourself as professional. And to charge out of those accounts you have to be a professional. Most states only allow you to trade for two individual without being licensed. I'm currently using IB's friends/family master account.

On IB just use the "alert"; this will allow you to set and order be placed via: time, price, %, etc......

alot of time OPG order dont get filled........ I would take the other advice: set an "alert" and use TIME as the trigger to fill......

I know Bloomberg provides this option, not sure if anyone else. I have personally used the VWAP test with BB to backtest results of my system to see the "scalability". If you don't have BB.... email a rep and request a 30day free trial

Why don't you just run a simulation using VWAP

For starts it depends what state you are in; moreover many states require license etc... That's the first hurddle. I'm currently using IB Friends/family acct to manage and its working fine
