An h1b worker costs more than a us worker: you have to pay the prevailing wage and comply with a bunch of requirements, pay legal fees and etc. The law makes it very difficult to hire a foreigner. They get hired not because they are cheap. Also, no one will hire an h1b worker for an entry level...
If one takes a real number (tax revenues) and divides it by an imaginary one (GDP) all kinds of conclusions can be made. Also, the methodology is biased. It will produce a higher ratio for a country with a "free" social service (e.g. health-care, a popular topic now) than for one without it when...
