Are you saying that, when an EU resident, not related in any way with US, buys German stocks using IB as a broker, US DoJ has jurisdiction over him? I really doubt it.

I was wondering if anyone has knowledge about where is actually an Interactive Brokers account for EU residents physically located - which sovereign jurisdiction. I am pretty sure that usually is not located in the country of residence but is it in US or in a specific EU country, same for all EU...

Is there a way to create a sort of combination order so I wouldn't incur the bid / ask spread cost? The combo components would be either at bit or ask price but I would need IB...

This is a serious question. I am disappointed to see a lot of belittling, condescending and patronizing posts in reply.
The charts and the order history clearly show that big chunk of orders are being executed on multiple / non-predefined prices between bid and ask.

That never happens. Usually, the bid and the ask stay the same for 2 - 3 days, at $0.01 distance, with a lot of orders executed in between. You can see a chart here...
I have two reason for posting the question here:
The return on ICSH - iShares Ultra Short-Term Bond ETF is tiny. Usually, 3 days return is 0.01 = the bid / ask spread, not counting the trading commissions.

Thank you. That's why I am asking here and not calling IB. I was told a story about a guy who had his trading privileges lifted when he told IB customer service that he was calling from abroad.
Something like that. No assets / no income in EU equals no access to credit / very poor access to banking services.
If you just go there for one week vacation probably it is ok, but when you plan to be there 40% of your time, it becomes a huge inconvenience.
