    No self-financing beyond maybe a certain amount, say $5000 to get started. That's the current limit before you have to disclose. The point is to get all big money out of politics. You can only raise money from your district since your job is to represent your constituents.

    Voting isn't mandatory, but encouraged. Fundraising begins before the election so you can donate to a registered candidate and not show up to vote.
