Does Bloomberg (or other) Terminal have a "Blacklist?"

I don't think it's 'standard' functionality, but you can achieve what you want in the Bloomberg terminal by creating a portfolio with your "blacklisted" securities. Whenever you do a search (EQS) you can 'exclude' the blacklisted portfolio from your search. Hope this helps

Where can I find interest of each countries?

Just be aware that generally speaking sovereign debt is denominated in the country's domestic currency. Currency fluctuations will be a much greater driver of your returns than interest. The minimum you should do is look at real interest rates (i.e. adjusted for inflation)

    CBOT Dec 2015 ICS Ratios

These are a subset of the 'exchange recognized' spreads that carry reduced margin requirements. If you trade different ratios, your 'hedge' will not be optimal (according to CME) and your margin requirement will be higher. Note that not all brokers follow the exchange's reduced margins.

    Fully automated futures trading

Even using averages, it seems you could run into risk restrictions if you are running near maximum risk allowed under your "caps". In this case, would you opt not to add the additional bet or reduce the size of your existing bets?
