    Surely a 25BP tax on all transactions would kill arbitrage and pretty much kill the derivatives markets in the US. Wouldn't it cause a bigger problem than the one they're trying to fix?

    I assume they are covering themselves. If the borrow fails for any reason, then you will be bought in. They can no longer turn a blind eye to the fails.

    It's the evil speculators. $5 up. $5 down. That has little or no impact on supply and demand. These intraday swings are just speculation. It's not anything to do with fundamentals. Why would a daytrader be worried about fundamentals? All the information you need is in the chart.
