Techincally, I don't believe it's illegal unless a fraudulent intent is the motive. This is all a very fine line. YOU WILL have regulators asking you questions about the self crossed trades, it's their job to see that the intent was not fraudulent, but accidental self crossing happens all day...

Many high dollar ishares split. They're just trying to make them more accessable to mom & pop trying to allocate $5k of their portfolio :p . The news was at the ishares website, well before the splits.

BIG problems with IB these days. Our quotes have been stale to the tune of hours, not seconds, for about 2 months. Still no consistent improvement. Last size is the most frequent problem, bid/ask are stale but usually by only a few seconds. This spans several diff. high speed connections...

Re-read the message. It basically says it's unavailable OR is on the SHO list. Since you could short it elsewhere, means IB didn't have it available & that it wasn't on the SHO list.

This type of scenario is probably the easiest way to tell a RE "bubble" in local areas. If it wont positive cash flow, or the replacement cost is much less than what it currently sells for.....then you've got a good bit of downside risk. Properties above 10x cash flow are really banking on...
