How does a broker like IB apply a rule like this up tick rule? Seems near to impossible to me. Do they stop you from just smacking the bid?

Whats the big issue why this rule? I remember the first time I tried IB I put 10K in my account. And just to see how the statements etc worked I bought some MSFT and then immediately sold them. I get a message that I am a PDT so your account has be locked (or something can't remember)
