Does the increase apply to the U.S. server only? Or to the Hong Kong server too for Asian index futures?

If you have Nikkei futures data from OSE, you won't miss much without the Nikkei Index. The index updates only once a minute and is usually within 10-20 yen of the futures contract. The Topix Index updates every 15 seconds.

The Nikkei Index is owned and compiled by the Nikkei Shinbun(newspaper). TSE and OSE don't provide the data. eSignal charges separately for Nikkei Index data.

But they say they will offer trading on SIMEX. The Nikkei225 traded there is the full sized, not the Mini.

I was referring to futures that do not trade 24h a day. Gaps after lunch do occur from time to time, but they are usually small and will rarely give you indigestion.

I trade the Nikkei225 Mini here in Tokyo. Many mentioned that it's also traded on Simex. I haven't looked lately, but isn't that the fullsized Nikkei and not the Mini? The fullsized Nikkei has always traded at 5 yen per tick on Simex.
