How exactly does the sub-dollar rule work on the NYSE? Because TMA traded under a dollar yesterday I assume that is why there is a *H Halted notation next to the stock symbol in some brokerage accounts.

regarding TMA: looking at a premarket chart, TMA started rocketing around 8:30am when news hit the wires. Did anybody catch that move near its beginning, or was it too fast? would it have been even possible to catch it?
