You'll be hard pressed to find a firm that offers no cap down. As for training, my advice is to come in and talk to the traders that went through the program. If you're unhappy with the training make sure you can leave with your capital right away.
Are you looking to start a BD or just a sub group (prop shop) under an existing firm. To start a BD isn't worth it rate wars have brought down rates so low that fixed costs will kill you.

Your last two points are actually pretty good and make sense.
The only point you miss, is that prop shops have had to change their business model cause the lower rates just don't build in enough margin to take the losses on the losing traders.
Are you nuts, have ETG and Schony just recently not closed offices? I have several friends that run different shops in this business, and 1/2 mil+ a year guys basically do not exist. So where is the liable in what I said.
