In France and globaly in Europe the best latency is in 4g (lte) the ping is about 50ms. When i fallback in 3G the latency grow up to 80ms. It's still good enough to scalp ... The main problem is to gave a good and fast smartphone ...

If you are outside the USA you can use the CFD from FXCM or IG for exemple to trade the index.
