I think if he spends all the money on just breaking down the bullshit about healthy eating we have been "fed" and tackles the obesity/out of shape issues he would resolve a lot of medical problems in the area of Type 2 diabetes, high cholesterol, heart disease, physical therapy for knees/backs, medical equipment for people who cannot get around anymore due to above.
That is not cancer or MS but still can go a long way to reducing medical costs and saving many lives and that is something $3b illion could address for year. Most diseases/issues like Cancer, MS or autism alone could use that up.
