Try Bright, Echo, or Andover. All allow remote and are pretty good guys.
For 2 million a month, you should be able to get at least as low as .004 + ECNs or .006-.007 (ECNs included).
Prop is better than retail, more leverage.
They should let you start for as little as $10k.

I don't know of anyone trading 2 million shares per month and getting a rate of .0040 or better, in fact .0065 is probably about the best deal you are going to get. Be wary of those traders who talk a good game but can't bring it when it counts. And to all those traders out there, here is the challenge:

I said .004 before ECN fees. .004 without ECNs is about equivilant to .0065 including ECNs. (Firms usually tacking on .0015-.0025 to cover their ECN charges).
If the guy was doing 2 mill shares a month, he would know the best deals out there because the firms would be beating a path to his door....and as far as .006 per share, Please, for 2 mill. per month he would know damn well he could walk into a half dozen offices and make his own deal for much less
