Is there a rule like this for Futures trading that you know of?

I'm building a web based trading bot that will probably execute about 50 to 200 trades per minute and I'm wanting to get the best execution speed. Can anyone recommend the best hosts for this (it would also have a www page for my access). I have websites that I host over at Bluehost, but not sure if it's fast enough or maybe closer to the exchanges (or is this only necessary for HFT?). Any thoughts on what I should look for from a speed perspective as well or maybe hosts that are geared towards this, etc?

I'm a smaller retail trader, so not looking for anything extremely expensive at first.
