shorting obscure penny stocks

I know that stocks can be shorted under 5 bucks at Ib but does anyone know of a broker who will allow shorting of more obscure issues like swyc.ob hqnte.ob.

Reason I ask is because I ran into a subscription service that claims they "uncover scams", but almost all the stocks are otc and pink........ You can't really short these things....at least us non PRO's can't anyway.... so who subscribes to their service. Got to be those canadians.

I wouldn't do it , I was just curious who would be paying for their recommendations since nobody can short them.

I believe that you can short these stocks with an offshore account or a canadian account; however, the rules just changed and I believe that there is a burden on the US Broker to be certain that the offshore broker can deliver the certs.

I guess if any americans want to short some scam stocks they have to move north.
