Quick/simple question (how to read this 1min USDJPY data)

There is a 0 or 0xxxxx between every 4 data points. does that represent timestamps?
How should the timestamps be matched with the data

Quantconnect doesn't allow data download, only to be viewed on its site. Can you please point me to some free fx data downloads (1-min best)? Not familiar with FX data sites, pls give a me a pointer. I would like to use them to check something said in
