Program Trading - Implementation and design of a system/profiting from it

OK, we all know what program trading is: simultaneous purchase and sale of $1M > worth of stock/ futures blah blah blah...However, has anyone here developed a program trading model or an indicator to anticipate actual program trading occurrences during the day?

I have "seen" program trading occur when the Spoos breaks a key level, whether on the upside or downside, and immediately noticed large bids/offers come in on various DOW/S&P 500 NYSE stocks. However, sometimes these spurts in volume occur completely out of the blue, leaving most traders dumbfounded.
