option to receive notification on new threads started

Ok, this should be fixed now. Sorry for the delay in getting this straight.

When I originally said it was done, I thought the "new thread email notification" was built into the software already and all I had to do was enable it, but it turned out it wasn't built in so I had to hack it in.
 
currently the notifications are simply titled as:

New Thread in Forex Forum

maybe the thread's title could be placed into the title of the email (same way as with the reply notifications).
