U can try Dubai if u are interested in heavy crude at the Dubai Mercantile Exchange.

Russian oil should be outlawed. Anyone who buys oil from Russia supports continuous violations of human rights, assassinations, even genocide.

Of course, to a lesser extent the same can be said of many other oil exporters as well.
